Evaluation of the Equal Opportunities Act of Baden-Württemberg

Tasks and goals

The Max Weber Institute for Sociology and the Centre for Social Investment and Innovation were commissioned by the Ministry of Social Affairs and Integration Baden-Württemberg to evaluate the Equal Opportunities Act (ChancenG) of February 2016, as stipulated in §33 of the ChancenG.

The aim of the evaluation was to examine the change in the employment structure, the implementation of the new law with its opportunities and challenges, and the resulting costs. The research design included several elements using both quantitative and qualitative methods. The practical implementation and impact of the ChancenG, as well as its potentials and challenges, were surveyed primarily through the assessments and experiences of local actors. For this purpose, problem-centred interviews were conducted primarily with equal opportunity officers and municipal equal opportunity officers. In addition, evaluations of the employee statistics for the public sector in Baden-Württemberg and the results of an online survey were used.
